Can rotted wood always be repaired with epoxy?

Is “dry rot” wood decay that happens without water?
No. USDA guidance calls “dry rot” a misleading term. Decay fungi require moisture, although the wood may look dry after the damage has occurred or a water-conducting fungus may transport moisture from another source.
Does peeling paint mean the wood underneath must be replaced?
Not necessarily. Peeling, blistering, or flaking paint is a warning sign that should prompt inspection for moisture and deterioration, but the wood may still be serviceable.
Can a carpenter simply paint or caulk over soft wood?
